摘要
数字基础设施正逐渐成为支撑现代经济社会运行的核心要素,也为增强城市经济发展与生态环境协调性提供了新的解决方案。基于2008—2022年271个地级及以上城市的面板数据,本研究将“宽带中国”战略视为一项准自然实验,构建指标体系测度城市经济发展与生态环境的协调水平,综合运用双重差分和空间杜宾模型探究了数字基础设施建设对经济发展与生态环境协调性的影响效应、内在机理和空间溢出效应。研究发现:数字基础设施建设可以提高经济发展与生态环境协调水平,机制分析揭示了产业结构高级化、全要素生产率提升和绿色技术创新能力增强在其中起到重要的传导作用。异质性分析表明,数字基础设施对经济发展与生态环境协调性的促进作用在非资源型城市、大规模城市和环境规制强度更高的城市更为显著。空间溢出效应检验证实了数字基础设施可以通过正向溢出效应同时提高邻近城市经济发展与生态环境协调水平。
Digital infrastructure is gradually becoming a core element supporting the operation of modern economy and society,and also providing new solutions for enhancing the coordination between urban economic development and ecological environment.Based on the panel data from 271 prefecture-level and above cities from 2008 to 2022,this study treats the"Broadband China"strategy as a quasi-natural experiment,constructs an indicator system to measure the coordination level between urban economic development and ecological environment,and comprehensively uses the difference-in-differences and spatial Durbin model to explore the impact,internal mechanisms,and spatial spillover effects of digital infrastructure construction on the coordination between economic development and ecological environment.The study finds that digital infrastructure construction can improve the coordination level between economic development and ecological environment.Mechanism analysis reveals that industrial upgrading,total factor productivity improvement,and enhanced green technology innovation capabilities play important transmission roles.Heterogeneity analysis shows that the promoting effect of digital infrastructure on the coordination between economic development and ecological environment is more significant in non-resource-based cities,large-scale cities,and cities with higher environmental regulation intensity.The spatial spillover effect test confirms that digital infrastructure can simultaneously improve the coordination level between economic development and the ecological environment of neighboring cities through positive spillover effects.
