摘要
基于矿山安全专家经验知识,从安全设施“三同时”程序、安全生产组织保障、安全教育培训、双重预防机制、生产系统安全保障、危险物品及危险作业管理、应急管理与外包工程管理等8个方面建立了多层级地下矿山安全综合评价指标体系和评价模型,采用层次分析法计算各指标权重,并建立安全综合评价集判定金属非金属矿山安全综合评价结果。实际应用表明:衡阳某金属地下矿山安全综合评价得分为73.1分,判定为“中”,其中矿山在危险物品及危险作业管理、生产系统安全保障、应急管理与外包工程管理方面得分率较低,建立的安全综合评价结果基本符合矿山实际情况,能有效提高金属非金属地下矿山安全综合评价的科学性和实用性,评价过程不仅能帮助企业找出安全生产薄弱环节,还能为进一步夯实安全基础、强化安全管理、提升安全水平提供理论依据。
Based on the experiential knowledge of mine safety experts,a multi-level safety comprehensive evaluation index system and evaluation model for underground mines were established from 8 aspects,including the"three synchronizations procedure for safety facilities,safety production organization guarantee,safety education and training,dual prevention mechanism,production system safety guarantee,hazardous materials and hazardous operation management,emergency management,and outsourced project management.The analytic hierarchy process(AHP)was adopted to calculate the weight of each index,and a safety comprehensive evaluation set was established to determine the comprehensive safety evaluation results of metal and non-metal mines.Practical application demonstrates that a certain underground metal mine in Hengyang has achieved a comprehensive safety evaluation score of 73.1,which is classified as"Medium".Among the evaluation aspects,the mine has obtained relatively low scoring rates in hazardous materials and hazardous operation management,production system safety guarantee,as well as emergency management and outsourced project management.The established comprehensive safety evaluation results are basically consistent with the actual situation of the mine,and can effectively improve the scientificity and practicality of the safety comprehensive evaluation for underground metal and non-metal mines.The evaluation process not only helps enterprises identify weak links in safety production,but also provides a theoretical basis for further consolidating the safety foundation,strengthening safety management,and enhancing the safety level.
