摘要
产业兴旺是乡村全面振兴的关键内容,如何通过农旅融合促进乡村产业振兴已成为热点问题。文章基于产业融合视角,从“农旅融合-制度创新”两个维度探究乡村产业振兴的实践逻辑。以H省L县为例,深度剖析农旅融合、制度创新对乡村产业振兴的促进机制,以及制度创新的调节作用,进而梳理了农旅融合、制度创新促进乡村产业发展的经验、困境及深层次原因。研究表明,在产业层面,农旅融合能够通过促进要素结构优化、服务质量与产品附加值提升实现乡村产业振兴;在制度层面,制度创新能够通过保障、激励、规范与约束作用促进乡村产业振兴,并调节农旅融合促进乡村产业振兴的方向与程度;在方法层面,需要通过管理、技术创新嵌入,推动农旅融合新业态差异化、特色化与集群化发展,以达到促进乡村产业振兴的目的。为此,构建完善的农旅融合政策支持体系和制度创新机制,推进农旅融合发展业态创新,发挥制度创新的调节作用,是推动乡村产业振兴的科学举措。
The prosperity of industries is a key aspect of comprehensive rural revitalization,and how to promote rural industrial revitalization through the integration of agriculture and tourism has become a hot topic.Based on the perspective of industrial integration,this article explores the practical logic of rural industrial revitalization from two dimensions:"integration of agriculture and tourism-institutional innovation".Taking L County in H Province as an example,this paper deeply analyzes the promotion mechanism of agricultural tourism integration and institutional innovation on rural industrial revitalization,as well as the regulatory role of institutional innovation.Furthermore,it summarizes the experience,difficulties,and underlying reasons of agricultural tourism integration and institutional innovation in promoting rural industrial development.Research has shown that at the industrial level,the integration of agriculture and tourism can achieve rural industrial revitalization by promoting the optimization of factor structure,improving service quality and product added value;At the institutional level,institutional innovation can promote rural industrial revitalization through guarantees,incentives,norms,and constraints,and regulate the direction and degree of agricultural tourism integration to promote rural industrial revitalization;At the methodological level,it is necessary to embed management and technological innovation to promote differentiated,distinctive,and clustered development of new forms of agricultural tourism integration,in order to achieve the goal of promoting rural industrial revitalization.To this end,building a sound policy support system and institutional innovation mechanism for the integration of agriculture and tourism,promoting innovative development formats for the integration of agriculture and tourism,and leveraging the regulatory role of institutional innovation are scientific measures to promote the revitalization of rural industries.
