摘要
在全球地缘政治格局持续演变的背景下,俄乌冲突仍在持续,印巴冲突等地区冲突骤然爆发,这使得原本复杂严峻的世界局势变得更加敏感和不确定。国际冲突作为国际安全领域的核心研究议题,再次成为学界、战略界和政策界关注的焦点。与历史上的国际冲突相比,在数字化时代背景下,国际冲突呈现出国内化、无形化和主体多元化的新特征,国际冲突的复杂性不断加剧,复杂性冲突正逐渐成为国际冲突的主要形式,对国际社会有效防范和管控冲突、维护世界和平构成了重大挑战。总体国家安全观作为一个系统、全面且具有持续性的思想体系,不仅有助于我们深入理解当今国际冲突的系统性本质,还为维护世界和平,构建共同、综合、合作且可持续的安全秩序提供了宝贵的“中国智慧”与切实可行的“中国方略”。
Against the backdrop of continuous evolution in the global geopolitical landscape,the ongoing Russia-Ukraine conflict persists,while regional conflicts such as the India-Pakistan clash erupt suddenly,rendering the already complex and severe global situation even more sensitive and uncertain.As a core research topic in the field of international security,international conflict has once again become the focus of attention among academia,strategic circles,and policy communities.Compared with historical international conflicts,those occurring in the digital era exhibit new characteristics such as internalization,invisibility,and diversification of actors.The complexity of international conflicts has continued to deepen,and complex conflicts are gradually becoming the dominant form of international conflict,posing significant challenges to the international community in effectively preventing and managing conflicts and safeguarding world peace.The holistic approach to national security,as a systematic,comprehensive,and sustainable ideological framework,not only enhances the understanding of the systemic nature of contemporary international conflicts but also provides invaluable“Chinese wisdom”and practical“Chinese solutions”for maintaining world peace and constructing a common,comprehensive,cooperative,and sustainable security order.
