摘要
《战略性创新创造计划》(SIP)是一项由日本内阁府主导、旨在实现“社会5.0”愿景的国家级顶层战略。该计划以打破行政壁垒、构建“产学官”协同创新生态为核心,通过设立拥有跨部门协调与预算权限的项目组长制等,系统性地推动科技创新从研发到社会应用的全链条转化。SIP在实施过程中采用“回溯法”设定重点课题,历经3期演进:从首期搭建框架、第二期强化管理与社会应用,再到第三期全面引入技术、事业、制度、社会接受度与人才等多维评价体系,重塑了国家创新引擎。SIP的成功实践表明,有效的创新不仅是技术突破,更是体制机制的系统性变革,其在跨部门协同治理、动态评估与全链条创新生态构建方面的经验,具有重要参考价值。
The Cross-ministerial Strategic Innovation Promotion Program(SIP)is a national top-level strategy led by the Cabinet Office of Japan,aimed at realizing the vision of"Society 5.O".At the core of this program is breaking down administrative barriers and building a collaborative innovation ecosystem involving industry,academia,and government.Through institutional innovations such as appointing project leaders with cross-departmental coordination and budgetary authority,SIP systematically promotes the end-to-end transformation of scientific and technological innovations from research and development to societal application.In its implementation,SIP employs a"backcasting approach"to define key priorities and has evolved through three distinct phases:from establishing the initial framework in the first phase,to strengthening management and social application in the second,and finally to comprehensively introducing a multi-dimensional evaluation system encompassing technology,business,governance,social acceptance,and talent in the third phase—thereby reshaping the national innovation engine.The success of SIP demonstrates that effective innovation entails not only technological breakthroughs but,more importantly,systematic institutional reform.Its experience in cross-ministerial collaborative governance,dy namic evaluation,and building an end-to-end innovation ecosystem holds significant reference value.
