摘要
随着我国经济社会的不断发展,我国赴俄劳务移民出现众多问题,对于我国对外开放和经济活动产生了巨大影响。中俄两国作为地理相邻、经济互补的大国,劳务合作是双边关系的重要组成部分,尤其是我国东北地区劳动力充足可以有效解决俄罗斯劳动力不足问题。随着劳动力跨境流动规模的扩大,劳务移民问题日益凸显对于两国边境地区的稳定产生巨大的影响。中俄边境地区跨境移民治理是维护两国边境安全、促进中俄两国区域稳定和经济发展的关键。面对日益复杂的跨境犯罪活动、非法移民问题及人道主义挑战,双方需通过多层次协作与创新手段不断深化合作。
With the continuous development of economy and society in china,a host of issues have emerged regarding China’s labor migration to Russia,exerting a significant impact on China’s opening-up drive and economic activities.As two major countries that are geographically adjacent and economically complementary,China and Russia regard labor cooperation as a crucial component of their bilateral relations.Particularly,the abundant labor force in Northeast China can effectively address the labor shortage in Russia.As the scale of cross-border labor mobility expands,labor migration issues have become increasingly prominent,exerting a great influence on the stability of the border areas of the two countries.The governance of cross-border migration in China-Russia border areas is key to safeguarding the border security of both countries and promoting regional stability and economic development of China and Russia.Faced with increasingly complex cross-border criminal activities,illegal immigration problems and humanitarian challenges,the two sides need to continuously deepen cooperation through multi-level collaboration and innovative means.
