新质生产力能否促进绿色创新的“量质齐升”:基于产业协同集聚的调节效应分析

Does New Quality Productivity Improve the Quality and Quantity of Green Innovation:Based on the Moderating Effect of Industrial Collaborative Agglomeration

摘要 新质生产力的形成为绿色创新注入了新动能,探究并识别二者之间的内在联系,对于中国实现经济绿色转型和创新型国家建设具有重要意义.基于资源视角,遵循“技术革新-结构优化-要素融合”的新质生产力发展路径构建理论框架,从“量”和“质”两个维度,剖析并检验新质生产力赋能绿色创新的作用机制以及生产性服务业和高技术产业的协同集聚情况(“产业协同集聚”)在其中发挥的非线性调节作用.结果表明:(1)新质生产力能够促进绿色创新的“量质齐升”,且对绿色创新数量的提升作用更大.(2)在产业协同集聚的调节作用下,新质生产力对绿色创新质量的影响呈现出梯度式递减态势,对绿色创新数量的影响则表现为先递增后递减的倒“U”型趋势.进一步的分组门槛回归表明,产业协同集聚的调节作用具有区域异质性,相较于东部地区,新质生产力更能实现中西部地区绿色创新的“量质齐升”.(3)空间计量分析表明,新质生产力能够产生正向的空间溢出效应,有效提升邻近地区的绿色创新数量,但对邻近地区的绿色创新质量的积极作用尚不显著.因此,在未来建设中各地区须重视绿色创新质量与社会效益的提升,充分激发新质生产力的潜能,针对不同区域产业协同集聚的特点,制定差异化政策,优化创新生态圈,建立区域合作机制,形成相互促进和共同提升的绿色经济发展网络. The emergence of new quality productivity has injected new momentum into green innovation.Exploring and identifying the intrinsic connection between the two is of great significance for the realization of economic green transformation in China and the construction of an innovative country.This study,based on a resource perspective,followed the theoretical framework of the development path of new quality productivity characterized by“technological innovation—structural transformation—element integration.”It analyzed and tested the mechanism by which new quality productivity empowers green innovation from both the“quantity”and“quality”dimensions,as well as the moderating role played by synergistic agglomeration of productive service industries and high-tech industries(“industrial collaborative agglomeration”).The study revealed that:①New quality productivity could promote the“simultaneous increase in quantity and quality”of green innovation,with a greater effect on the quantity of green innovation.②The promotional effect of new quality productivity on the“quantity”and“quality”of green innovation showed a nonlinear characteristic of diminishing marginal effect under the moderating influence of industrial collaborative agglomeration.Further group threshold regression indicated that the moderating role of industrial collaborative agglomeration had regional heterogeneity,with new quality productivity being more effective in achieving a“simultaneous increase in quantity and quality”of green innovation in the central and western regions compared to that in the eastern region.③Spatial econometric analysis showed that new quality productivity could generate positive spatial spillover effects,effectively enhancing the quantity of green innovation in neighboring areas,but its positive effect on the quality of green innovation in neighboring areas was not yet significant.Therefore,in future construction,each region must pay attention to the improvement of the quality and social benefits of green innovation,fully stimulate the potential of new quality productivity,formulate differentiated policies for the characteristics of industrial collaborative agglomeration in different regions,optimize the innovation ecosystem,and set up regional cooperation mechanisms,so as to form a green economic development network.
