摘要
数字经济时代,数据要素的战略性配置已成为产业升级的核心驱动力,其能否激活企业产能潜力并推动高质量发展成为重要研究议题。本文以2016年设立国家大数据综合试验区为事件构造准自然实验,基于2011—2023年沪深A股上市公司数据,运用双重差分法探讨大数据战略对企业产能利用率的影响。研究表明,大数据战略能够显著提升企业产能利用率。机制分析发现,大数据战略通过提高企业投资效率和促进企业技术创新来提升企业产能利用率。调节效应检验揭示,环境规制和市场制度在大数据战略影响企业产能利用率中发挥着正向调节作用,具体表现为政府监管与媒体监督的加强、市场化指数与金融发展水平的提高能有效强化大数据战略的去产能效应。进一步分析得出,大数据战略提升企业产能利用率能显著改善其经济绩效和环境绩效。据此,政府应完善大数据战略配套机制,发挥环境规制和市场制度的激励作用;企业应积极响应国家政策,转变战略思维,以数据驱动优化投资决策、提升技术创新能力,实现高质量发展。
In the era of the digital economy,the strategic allocation of data elements has become a core driver of industrial upgrading.Whether it can activate corporate production capacity potential and promote high-quality development has emerged as a significant research topic.This paper constructs a quasi-natural experiment centered on the establishment of the National Big Data Comprehensive Pilot Zone in 2016.Using data from Shanghai and Shenzhen A-share listed companies between 2011 and 2023,we employ a difference-in-differences approach to examine the impact of big data strategy on corporate capacity utilization.The findings indicate that big data strategy significantly enhances corporate capacity utilization.Mechanism analysis reveals that big data strategy improves capacity utilization by boosting corporate investment efficiency and fostering technological innovation.Moderating effect tests demonstrate that environmental regulation and market institutions positively moderate the impact of big data strategy on capacity utilization,specifically through government supervision,media oversight,marketization levels,and financial development,which effectively strengthen the capacity reduction effect of big data strategy.Further analysis shows that the improvement in corporate capacity utilization driven by big data strategy significantly enhances both economic and environmental performance.Accordingly,the government should refine supporting mechanisms for big data strategy and leverage the incentivizing role of environmental regulation and market institutions.Enterprises should actively respond to national policies,shift their strategic mindset,and adopt data-driven approaches to optimize investment decisions,enhance technological innovation capabilities,and achieve high-quality development.
