摘要
以黄河流域为研究对象,基于2007—2023年黄河流域九省(区)的面板数据,从正式和非正式环境规制的异质性视角出发,探讨异质性环境规制对能源利用效率与高质量发展的影响机制。通过单位GDP能耗测算能源利用效率,采用熵值法构建高质量发展综合评价体系并运用回归模型进行实证检验。研究发现:正式环境规制对能源效率的提升作用显著,而非正式环境规制在一定程度上可以促进经济高质量发展;能源利用效率是推动经济高质量发展的重要驱动力。基于此,提出差异化环境政策设计、能源结构优化和区域协同发展等建议,为黄河流域生态保护与高质量发展提供理论支撑和实践参考。
This study focuses on the Yellow River Basin,using panel data fromnine provinces(regions)in the YellowRiver Basin from2007 to 2022.It explores the impact mechanis m of heterogeneous environmental regulations on energy utilization efficiency and high-quality development from the perspective of formal and informal environmental regulations.Energy utilization efficiency is measured by energy consumption per unit of GDP,a comprehensive evaluation system for high-quality development is constructed using the entropy method,and empirical testing is conducted using regression models.The study finds that formal environmental regulations significantly enhance energy efficiency,while informal environmental regulations can promote high-quality economic development to some extent;energy utilization efficiency is an important driving force for promoting high-quality economic development.Based on this,the paper proposes recommendations for differentiated environmental policy design,energy structure optimization,and regional coordinated development,providing theoretical support and practical reference for ecological protection and high-quality development in the YellowRiver Basin.
