摘要
近年来,我国城市化进程加速,城市安全风险复杂,总体国家安全观对城市韧性建设要求提高。本文在总体国家安全观指引下,结合新基建政策,探讨其赋能作用机制与优化路径。研究发现,城建档案数据从灾害预防、应急响应、灾后重建方面支撑城市韧性,但存在数据碎片化等短板。为此提出“数据整合—技术赋能—机制协同”优化策略,构建全生命周期档案库、融合BIM/GIS技术、建立平战结合模式,实现档案数据向主动防御转型。深度挖掘与智能应用城建档案数据,是落实总体国家安全观、推动城市治理现代化的重要手段,可为防范安全风险提供参考。
In recent years,China's urbanization has accelerated,and urban safety risks are complex.The overall national security concept has raised the requirements for urban resilience construction.This paper explores the empowering mechanism and optimization path of the new infrastructure policy under the guidance of the overall national security concept.Research has found that urban construction archival data support urban resilience from disaster prevention,emergency response,and post disaster reconstruction,but there are shortcomings such as data fragmentation.To this end,an optimization strategy of"data integration,technology empowerment and mechanism collaboration"is proposed,which includes building a full life cycle archives library,integrating BIM/GIS technology establishing a combination of peacetime and wartime,and transforming archival data into active defense.Deep mining and intelligent application of urban construction archival data are important means to implement the overall national security concept and promote the modernization of urban governance,which can provide references for preventing security risks.
