摘要
为解决中蒙跨境道路运输中存在的信息碎片化、运输效率低与碳排放高等问题,本文提出一种面向便利化的全链条解决方案,研究构建了包含目标层、支柱层与支撑层的系统性框架,设计了四大核心模块:基于区块链的信息共享机制,确保数据可信与安全协同;引入绿色运力指数的智能运输组织模式,实现运力池的优化调度与车货精准匹配;建立G-VRP-CBP路径优化模型,输出经济、时效与低碳分级路径;构建“单一窗口+区块链”通关协同体系,提升通关效率并降低排放。该方案可实现全链条数据闭环与资源协同,有效提升运输效率,破解信息孤岛与高碳排放难题,填补跨境绿色路径规划中环境成本内生化研究的空白,为中蒙跨境物流便利化与绿色化发展提供理论支持与实践工具。
To address the issues of fragmented information,low transportation efficiency,and high carbon emissions in China-Mongolia cross-border road transportation,this paper proposes a full-chain solution oriented toward facilitation.The study constructs a systematic framework consisting of a target layer,a pillar layer,and a support layer,and designs four core modules:a blockchain-based information sharing mechanism to ensure trusted data and secure collaboration;an intelligent transportation organization model incorporating the Green Capacity Index to achieve optimized scheduling of the transportation capacity pool and accurate matching of vehicles and cargo;the establishment of a G-VRP-CBP(Green-Vehicle Routing Problem-Carbon Budget Planning)route optimization model to output hierarchical routes that balance economy,timeliness,and low carbon emissions;the development of a“single window+blockchain”customs clearance collaboration system to improve customs clearance efficiency and reduce emissions.This solution enables full-chain data closed-loop and resource collaboration,effectively improves transportation efficiency,addresses the problems of information silos and high carbon emissions,fills the research gap in the internalization of environmental costs in cross-border green route planning,and provides theoretical support and practical tools for the facilitation and green development of China-Mongolia cross-border logistics.
