摘要
以大田粮油作物育种为主要研究方向的传统农业科研单位,在长期发展过程中容易面临设施陈旧、装备落后、观念保守及安全管理短板等系统性治理难题。文章以浙江省农业科学院作物与核技术利用研究所为例,剖析了当前存在的科研硬件不足、管理思维固化、人才队伍结构单一等问题,梳理了“物防—人防—技防”的“三防协同”解决路径,系统阐述了其实施成效与经验,并从党建引领、精心谋划、检查监督、及时整改等方面提出了推进研究所高质量发展的对策建议。
Traditional agricultural scientific research institutions focusing on field grain and oil crop breeding are prone to face systematic governance dilemmas such as outdated facilities,backward equipment,conservative concepts,and insufficient safety management in the long-term development process.Taking the Institute of Crop Science and Nuclear Technology Utilization,Zhejiang Academy of Agricultural Sciences as an Example,this paper analyzed the current problems including inadequate scientific research hardware,rigid management thinking,and a single-structured talent team,sorted out the"Three-Prevention Coordination"solution path of"physical prevention-human prevention-technical prevention",systematically expounded its implementation effects and experience,and put forward countermeasures and suggestions for promoting the high-quality development of the institute from aspects such as Party building leadership,careful planning,inspection and supervision,and timely rectification.
