摘要
中国地方政府的编外用工人员规模,缘何在整体扩张与收缩的同时,各系统间却呈现出差异化甚至相悖的状态?本研究建构了政策-财力双重约束与中心工作机制相结合的理论框架,以揭示这一现象背后的关键机制。基于参与式观察与深入访谈,并结合跨案例比较与案例内多阶段受控比较的研究设计,本研究分析了某县级市2016—2022年编外用工的整体状态及系统间的差异性演变。研究发现,该市编外用工经历了从扩张走向压缩的整体演变,而不同系统在两阶段中则表现为多样化趋势,其机制在于:上级政策的约束设定了资源配置的外部边界,本级财政的支持决定了资源调节的空间,而中心工作机制则通过动态调整资源优先级,将有限的人力与财力资源集中投入到关键治理任务中。
Why does the scale of off-establishment employment in local governments exhibit divergent—and at times contradictory—trajectories across different functional systems,despite a general trend of expansion followed by contraction?To address this question,we develop a theoretical framework that integrates the dual constraints of top-down policy mandates and local fiscal capacity with the strategic prioritization of central work.Drawing on participatory observation and in-depth interviews,this study employs a case study design of a county-level city from 2016 to 2022.The findings reveal that while the overall scale of off-establishment employment underwent a clear transition from growth to reduction,administrative systems displayed heterogeneous adjustment patterns across the two phases.The underlying mechanism operates on three interrelated levels:superior policy mandates define the external boundaries of resource allocation;local fiscal capacity determines the extent of resource flexibility;and evolving central work priorities dynamically reallocate limited human and financial resources toward key governance tasks.
