摘要
数字技术的迅猛发展正快速、持续推动着制度变革,然而利用其实现“制度重塑”的数字化改革却出现了大量“技术悬浮”或“昙花一现”现象。为何某些数字化改革得以长期存续,而另一些则陷入失败?本文不再仅以经验性因素解释数字化改革的成败,而是将其上升为技术推动制度重塑的可持续性命题,并整合组织实施与用户采纳两个视角,构建“技术匹配程度-组织执行安排-用户激励效能”分析框架,揭示三者相互嵌套并共同决定着技术推动的制度重塑能否实现稳定与存续。通过对“浙江外卖在线”的单案例分析,本文提出数字化改革存续失败可能的因果机制假说:当技术匹配程度与用户激励效能不足,且常规性执行安排未能有效介入以补足用户激励时,改革易陷入对运动式治理等应对性执行安排的依赖,最终导致改革运行失效与制度难以存续。本文进一步开展两轮多案例比较,验证了该因果机制假说在数字化改革存续问题上的解释力。
The rapid advancement of digital technology is swiftly and continuously propelling institutional transformation.However,many digital reform initiatives that aim to achieve“institutional reshaping”have failed to persist.Why are some digital reforms able to persist over time,while others falter or fail?Moving beyond contextual and fragmented explanations,this study reframes the issue as a sustainability challenge in technology-driven institutional reshaping.To this end,the paper integrates two analytical perspectives—organizational implementation and user adoption—and proposes an analytical framework centered on three nested dimensions:technology-task fit,organizational implementation arrangements,and user incentive effectiveness.These three elements,the study argues,jointly determine whether institutional reshaping driven by digital technology can achieve stability.Through a single-case analysis of the Zhejiang Online Food Delivery Platform initiative,the paper identifies a causal mechanism behind reform failure:when both technology-task fit and user incentives are weak,and routine organizational implementation arrangements fail to compensate for user incentives,reforms become increasingly reliant on campaign-style governance.This overdependence ultimately leads to implementation breakdown and institutional discontinuity.To enhance the generalizability of the findings,the study further conducts a comparative analysis of multiple cases,thereby validating and extending the proposed causal mechanism of digital reform failure.
