摘要
近几年,乡村运营成为一个现象级话题。乡村出现了咖啡馆、民宿等多种文旅大类的新产业、新业态,同时吸引了返乡、入乡青年等多元主体汇聚。运营入乡,是政府/国资作为推动者,外来主体作为行动者,与乡村建立合作关系,遵循政治经济学逻辑,共同面向市场激活乡村资源的过程。从资本下乡阶段资本与土地结合,到运营入乡阶段主体与乡村结合,乡村多元价值得到开发,有助于城乡融合整体目标的实现。当然,运营入乡作为一个新事物,如何处理政府/国资、外来主体与乡村/农民之间的关系,推动乡村运营从“盆景”转向“生态”,还有很多需要完成的工作。
In recent years,rural operations have emerged as a notable phenomenon within China’s rural development discussions.Emerging cultural and tourism business froms,such as cafes and homestays,characterized by the rise of new,often“light capital,heavy operations”formats,have become visible symbols of this trend.These developments have attracted a diversity of new actors in the countryside,including returning entrepreneurs,artists,and professional operating companies,who forge new connections between rural communities,the government and the market.Conceptually,the process of operational integration into the countryside refers to a process in which the government or state-owned capital acts as the principal facilitator,while external actors serve as implementers,forming cooperative relationships with rural communities.This process is guided by the political economy logic,aiming to activate rural resources through market-oriented mechanisms.It marks a shift from the earlier phase of capital flow into the countryside which primarily coupled capital with land,to a new phase emphasizing the synergy between operating entities and rural communities.This shift facilitates the development of diverse rural values and contributes to the broader goal of urban-rural integration.However,as an emerging model,operational integration still faces many challenges.Central issues involve navigating the complex relationship between government/state capital,external actors,and local communities/farmers,in order to transition rural operations from isolated“potted landscape showcases”toward a more sustainable and integrated rural“ecosystem.”
