摘要
农村集体经济是社会主义公有制经济在农村的重要表现形式,是维护广大农民群众根本利益的制度保证,是中国共产党在农村执政的经济基础。党的十八大以来,中共中央旗帜鲜明地坚持农村土地集体所有制,继续抓住处理好农民与土地关系这条主线,保持现有农村土地承包关系稳定并长久不变。同时,在农村土地“三权分置”理论、制度和政策体系支撑下不断深化农村集体经济制度改革,大力发展新型农村集体经济,通过多种途径壮大农村集体经济实力,有力地推动了农民共同富裕和乡村全面振兴,为加快实现农业农村现代化打下了坚实基础。新时代农村集体经济的创新发展彰显了集体经济的制度优势,也为进一步深化农村改革带来深刻启示。
The rural collective economy is an important manifestation of the socialist public ownership economy in rural areas,an institutional guarantee for safeguarding the fundamental interests of the vast majority of farmers,and the economic foundation for the Communist Party of China's governance in the countryside.Since the 18th National Congress of the Communist Party of China,the Central Committee has unequivocally upheld the collective ownership of rural land,continued to focus on managing the relationship between farmers and land,and ensured the stability and long-term continuity of existing rural land contracting relationships.At the same time,supported by the theoretical,institutional,and policy framework of the“separation of three rights”in rural land,reforms of the rural collective economy have been continuously deepened.Efforts have been made to vigorously develop new forms of the rural collective economy,to strengthen the collective economic capacity of rural areas through various means,and to effectively promote common prosperity for farmers and rural communities,as well as comprehensive rural revitalization.This has laid a solid foundation for accelerating the modernization of agriculture and rural areas.The innovative development of the rural collective economy in the new era highlights the institutional advantages of the collective economy and provides profound insights for further deepening rural reforms.
