摘要
在系统协同论视角下,选择生态优美、绿色发展、城乡宜居、文化繁荣、区域善治等五大要素构建美丽省域建设成效评估框架,建立了全面反映美丽省域内涵的评估指标体系和综合达标进程、建设水平、协调状态的美丽省域综合指数,对美丽省域建设成效进行全方位刻画。以江苏为例进行实证应用,其结果符合江苏美丽省域建设实际,因此可为江苏及其他省份开展美丽省域建设成效评估提供参考与借鉴。
Under the perspective of system synergy theory,an evaluation framework for the construction effectiveness of beautiful province was proposed,focusing on five major areas:ecological beauty,green development,urban-rural livability,cultural prosperity,and regional good governance.This framework included a comprehensive indicator system that fully reflected the connotation of beautiful province and a beautiful province comprehensive index integrating standard-achievement guidance,construction progress and coordination status.This method provided a full-dimensional portrayal of the effectiveness of beautiful province.Taking Jiangsu Province as a case study for empirical application,the results conformed to the actual situation of beautiful province construction for Jiangsu.Therefore,this research could help to provide reference and guidance for Jiangsu as well as other provinces to evaluate the construction effectiveness of beautiful province.
