摘要
若将数字技术在乡村社会的应用成效视为一个动态演化的“连续谱”,其一端是技术与社会相互脱节的“数字悬浮”,另一端则是技术与社会深度嵌合的“数字扎根”。从“悬浮”走向“扎根”并非线性进程,而是一个超越“技术决定论”与“社会建构论”二元对立的技术-社会互构过程。基于乡村数字治理的实地经验,本研究提出“数字扎根”这一概念,强调数字技术在乡村社会的扎根是一个情境依赖的动态过程,具有时间维度上的历时性与机制演化上的阶段性特征。为此,本研究建构了“数字扎根”的总体性分析框架,将“数字扎根”的社会过程划分为奠基、扩散、共创和反哺四个阶段,这一过程中地方政府、数字平台、村委及村民作为关键行动主体的协同作用至关重要。本研究不仅为乡村数字治理提供了新的理论视角,也为数字技术在乡村社会的适配性应用提供了实践启示。
If we view the effectiveness of digital technology applications in rural societies as a dynamically evolving continuum,one end represents“digital levitation”—where technology and society remain disconnected—while the other end signifies“digital rooting”—where technology and society are deeply embedded.The journey from“levitation”to“rooting”is not linear but rather a technosociological co-construction process that transcends the dichotomy between“technological determinism”and“social constructionism”.Drawing on field experiences in rural digital governance,this study introduces the concept of“digital rooting”,emphasizing that the embedding of digital technologies in rural communities is a context-dependent dynamic process characterized by diachronic temporal dimensions and phased evolutionary mechanisms.To this end,this study constructs a comprehensive analytical framework for“digital rooting”,dividing its social process into four stages:foundation-laying,diffusion,co-production,and feedback.Throughout this process,the synergistic roles of local governments,digital platforms,village committees,and villagers as key actors are crucial.This research not only offers a new theoretical perspective for rural digital governance but also provides practical insights for the adaptive application of digital technologies in rural communities.
