摘要
该文聚焦高校图书馆阅读推广的制度建设,通过比较分析英、美、德、韩、日等国实践,归纳出立法保障、组织协同、推广形式、资源保障与评估机制五方面成熟经验,指出当前我国高校阅读推广虽呈现系统化、常态化发展趋势,但仍面临制度供给不足、体系不健全等深层次问题,并从目标定位、资源建设、组织协同和激励评估四个维度构建高校图书馆阅读推广制度框架,强调通过组织管理、队伍建设、经费投入、技术支撑和评估反馈五大机制保障实施,建议加强政策供给、深化馆校社协同、完善评估体系,以推动阅读推广工作规范化、长效化发展,助力书香社会建设。
Focusing on the institutional development of reading promotion in university libraries,this study compares practices in the UK,US,Germany,South Korea,and Japan,summarizing five key areas of mature experience:legislative support,organizational collaboration,promotion methods,resource support,and evaluation mechanisms.While China's university reading promotion has shown systematic and regular development trends,it still faces deep-seated issues such as insufficient institutional supply and an incomplete system.The research constructs an institutional framework from four dimensions:goal orientation,resource development,organizational collaboration,and incentive evaluation.It emphasizes five guarantee mechanisms for implementation:organizational management,team building,funding investment,technical support,and evaluation feedback.The study recommends strengthening policy supply,deepening university-library-community collaboration,and improving the evaluation system to promote standardized,long-term development of reading promotion and support the building of a reading-enriched society.
