摘要
中缅边境地区作为中国西南生态安全屏障的重要组成部分,其生态补偿机制的完善对保障国家生态安全、促进区域可持续发展及巩固中国边民中华民族共同体意识具有战略价值。基于生态共同体理论,研究以中缅边境跨界生态补偿机制为对象,定量分析与案例比较相结合,剖析该区域现行生态补偿机制在服务价值评估标准、补偿标准、主体协同、跨界协作与价值量化等需求响应和制度设计方面存在的缺陷。通过完善以生态共同体为导向的补偿需求模型,提出以“生态—经济—社会”协同发展为目标的系统性优化路径,确立“政府主导—市场补充—社区参与”的多层级跨界合作机制,并设计基于动态监测的适应性管理评估框架。方案将生态补偿从技术性政策工具提升为跨界协同治理的重要载体,强调在超越单一经济补偿逻辑的基础上,嵌入区域治理与共同体建设的整体性视野,为实现同类型跨界区域的生态补偿制度创新提供理论参照与实践范式。
The China-Myanmar border region is a key part of China’s southwestern ecological security barrier,and improving its ecological compensation mechanism is strategically important for safeguarding national ecological security,promoting sustainable regional development,and strengthening ethnic unity.Guided by the theory of ecological community,this study examines the cross-border ecological compensation mechanism in the China–Myanmar border region.Through a combination of quantitative analysis and case comparison,it identifies shortcomings in the current mechanism with respect to ecosystem service valuation standards,compensation criteria,actor coordination,cross-border collaboration,and value quantification,revealing insufficient responsiveness to practical needs and limitations in institutional design.By refining an ecology-oriented compensation model,the research proposes a systematic path for synergistic ecological-economic-social development.It establishes a multi-level cross-border cooperation mechanism characterized by“government leadership,market supplementation,and community participation”and designs an adaptive management and evaluation framework based on dynamic monitoring.This approach elevates ecological compensation from a technical policy instrument to a key vehicle for cross-border collaborative governance.It emphasizes embedding ecological compensation within broader regional governance and community-building perspectives by transcending a purely economic logic,and provides theoretical reference and practical models for institutional innovation in ecological compensation in similar cross-border regions.
