摘要
在快速城市化进程中,“村改居”社区普遍面临居民关系疏离、管理体制滞后以及治理主体间矛盾频发等困境。基于浙江省LT社区的治理实践,以“重构信任”为分析视角,探讨党建引领下社区治理的内在逻辑与实现机制。研究发现,基层党组织通过“政治信任—人际信任—制度信任”的渐进式重构过程,能够有效化解社区治理难题,重塑社会整合基础。具体而言,通过强化基层党组织建设和提升服务能力,重塑政治信任,确立社区治理的合法性与权威性;通过激活原有社会关系网络、重组活化公共空间、搭建居民互动平台,扩展人际信任,增强社区凝聚力;通过构建“一核多元”治理体系与健全治理制度,推动制度信任形成,实现治理的规范化和长效化。这一实践路径揭示了信任重构在党建引领社区治理中的作用,也为破解“村改居”社区治理困境提供了有益借鉴。
In the process of rapid urbanization,communities transformed from villages(“village-to-community”initiatives)commonly face challenges such as alienated resident relationships,lagging management systems,and frequent conflicts among governance actors.Based on the governance practice of the LT community in Zhejiang,this study adopts a trust reconstruction perspective to examine the internal logic of community governance under the CPC’s leadership.The findings indicate that primary Party organizations can effectively address governance dilemmas and rebuild the foundation of social integration through a progressive process of reconstructing political,interpersonal and institutional trust.Specifically,by strengthening Party organization building and improving service capacity,political trust is restored,establishing the legitimacy and authority of community governance.By revitalizing existing social networks,reorganizing public spaces,and creating resident interaction platforms,interpersonal trust is cultivated,enhancing community cohesion.By constructing a“one-core,multi-actor”governance system and improving institutional mechanisms,institutional trust is reinforced,promoting the normalization and sustainability of governance.The practical path highlights the central role of trust reconstruction in Party-led community governance and provides valuable insights for resolving governance challenges in“Village-to-Community”.
