摘要
人口老龄化的加剧,对我国多层次养老保险体系的建立健全有了更高的要求。个人养老金制度于2022年11月25日启动实施,并于2024年12月15日在全国全面实施,其推行进程及成果越来越受到社会各界的关注。虽然我国的个人养老金还处于发展初期,但在其政策执行过程中也遇到了一些问题,正阻碍着其进一步发展。因此,本文基于萨巴蒂尔和马兹曼尼安的政策执行综合模型,结合我国实际情况,从问题的可办性、政策本身的规制能力和政策以外的变量三方面,对影响个人养老金发展的因素进行分析,以期推动其健康、可持续性发展,并为后续相关研究提供有价值的参考。
The intensification of population aging has raised higher requirements for the establishment and improvement of China's multi-level pension insurance system.The personal pension system was launched and implemented on November 25,2022,and will be fully implemented nationwide on December 15,2024.Its implementation process and achievements have attracted increasing attention from all sectors of society.Although China's personal pension system is still in its early stages of development,it has encountered some problems in the implementation of its policies,which are hindering its further development.Therefore,based on the comprehensive policy implementation model of Sabatier and Mazmanian,combined with the actual situation in China,this article analyzes the factors that affect the development of personal pension from three aspects:the feasibility of the problem,the regulatory capacity of the policy itself,and variables outside the policy,in order to promote its healthy and sustainable development and provide valuable references for subsequent related research.
