摘要
党建引领是新时代中国基层社会治理实践的重要制度创新。回顾乡村社会治理体系的转型历程,可以发现党建引领制度的内涵主要包含了治理网络搭建、多元主体培育、公共性社会整合三个方面的制度要素。通过对政治引领、组织动员、绩效激励和社会整合四种机制的灵活运用,党建引领制度从理论走向实践,真正实现了对乡村社会的有效治理。在推进国家治理现代化的进程中,党建引领作为具有鲜明中国特色的制度形态,在加强治理体系的扁平化建设、确保治理实践以公共需求为导向运转、推进治理公共性基础的良性发展等方面也能够发挥重要作用。
Party Building leadership is a major institutional innovation in China's grassroots social governance practice in the new era.By reviewing the transformation process of the rural social governance system,it can be found that the institutional connotations of Party Building leadership mainly include three institutional elements:establishment of governance networks,cultivation of diverse subjects,and integration of public-oriented society.Through the flexible application of four mechanisms,namely political guidance,organizational mobilization,performance incentives,and social integration,the Party Building leadership system has moved from theory to practice,truly realizing effective governance of rural society.In the process of advancing the modernization of national governance,as an institutional form with distinct Chinese characteristics,Party Building leadership can also play an important role in strengthening the flat construction of the governance system,ensuring that governance practices operate under the orientation of pulic needs,and promoting the sound development of the foundation of governance publicity.
