摘要
为确保新修订的职业教育法精神、原则和规范在地方有效落地,各省市亟须完善职业教育配套地方立法,构建承接上位法律的融贯规范体系,赋能我国职业教育高质量发展。系统审视职业教育配套地方立法现状,仍存在专门制度供给针对性不足、部分法规文本质量有待提高、规范动态调适不及时等问题。为此,提出需以地方立法的精细化理论为指导,在阐明高质量立法理论内涵基础上,强化职业教育配套地方立法草案形成阶段的信息质量管控,为规范设计提供扎实的事实与数据支撑;精细化设置法律文本内容,以法律条款的精准性提升立法质量;增强地方立法的动态调适能力,建立健全常态化的立法评估与修改完善机制。
To ensure the effective implementation of the spirit,principles,and norms of the newly re⁃vised Vocational Education Law in local areas,provinces and cities urgently need to improve the local legis⁃lation supporting vocational education,build a coherent normative system to undertake the upper law,and enable the high-quality development of vocational education in China.Systematically examining the cur⁃rent situation of local legislation supporting vocational education,there are still some problems,such as the lack of pertinence of special system supply,the need to improve the quality of some laws and regulations,and the untimely dynamic adjustment of norms.Therefore,it is proposed to strengthen the information quali⁃ty control in the formation stage of the draft of local legislation for vocational education on the basis of clari⁃fying the connotation of high-quality legislation theory under the guidance of the refined theory of local leg⁃islation,to provide solid facts and data support for the normative design.Finally,set the content of legal texts to improve the quality of legislation with the accuracy of legal provisions;strengthen the dynamic ad⁃justment ability of local legislation,establish and improve the normalized legislative evaluation and modifi⁃cation mechanism.
