摘要
进入新时代,社会工作的地位与功能发生了根本性转变,其参与社会治理的可能性、路径以及发挥的作用显著增强。随着中共中央社会工作部的成立,传统意义上的专业社会工作逐步发展为党领导下的综合性社会工作体系,为社会工作深度融入和广泛参与北疆地区社会治理提供了坚实的制度基础和组织保障。在此背景下,党的社会工作不仅在政治治理、经济治理和文化治理等一般性社会治理领域发挥积极作用,而且将运用专业的社会工作理论和方法与“以人民为中心”的治理思想有机融合,深入参与边疆治理、铸牢中华民族共同体意识、农牧业的现代化、生态环境保护、宗教中国化、普及国家通用语言文字等具有北疆特色的社会治理实践。
With the advent of a new era,social work has undergone fundamental changes in its status and function,with its potential,path,and role participating in social governance significantly enhanced.With the establishment of the Central Committee of the Communist Party of China for Social Work,professional social work in the traditional sense has gradually evolved into a social work system under the leadership of the Party,providing a solid institutional foundation and organizational guarantee for the in—depth integration and extensive participation of social work in the social governance of the border areas.Against this backdrop,the social work of the Party not only plays an active role in the general fields of social governance,such as political governance,economic governance,and governance,but will also apply professional social work theories and methods to promote the organic integration of the governance idea of people—centered.Social work will be deeply involved in the social governance practices with the characteristics of the Chinese northern borderland areas,such as border governance,the consolidation the sense of community for the Chinese nation,the modernization of agriculture,animal husbandry,and industry,ecological environment protection,the Sinicization of religion,and the promotion of the national common and characters.
