摘要
当前区域合作的相关用语存在界定模糊、使用不一的现象,反映了学理上对区域合作关系层次认知的不足。通过源流考察可以发现,区域合作关系具有明显的层次性,呈现出“互助—协作—一体化”的关系递进,这一过程伴随各自相适应的特定场景显现。其中,区域互助是区域合作关系的低阶状态,本质为具有明显经济发展差距的发达区域与欠发达区域间形成的非对称合作形式,包含常规性区域互助与应急性区域互助两类;区域协作即狭义的区域合作,是区域合作关系的基本形态,指区域为克服信息、时间、市场等因素对单一主体的能力限制进行的超越行政地理边界的依赖性经济互动,包含多种组合方式;区域一体化作为区域合作关系的高级层次,是市场经济发展到高级阶段的产物,具有更高更清晰的门槛,但并非所有的区域都能够实现一体化。
There are varying degrees of misunderstandings,mixed use,and abuse of language in China’s policies and legal texts regarding regional cooperation relationships,which is essentially a lack of clear understanding of the hierarchical structure of regional cooperation relationships.Through the investigation of the origins,it can be found that regional cooperation relationships feature in a clear hierarchical structure,showing a progressive relationship from“mutual assistance—collaboration—integration”,which is accompanied by specific scenarios adapted to them each.Among them,regional mutual assistance is a primary state of regional cooperation,in essence an asymmetric form of cooperation formed between developed and underdeveloped regions with significant economic development gaps,including both routine regional mutual assistance and emergency regional mutual assistance;Regional cooperation,in its narrow sense,is the basic form of regional cooperative relationships.It refers to the economic interaction that transcends administrative geographical boundaries and relies on a single entity’s capabilities to overcome limitations imposed by factors such as information,time,and market.It includes various combination methods;Regional integration,as an advanced level of regional cooperation,is a product of the development of market economy to an advanced stage,with higher and more clearly defined thresholds,but not all regions can achieve integration.
