开放大学网络教学团队“元治理”的逻辑思考与优化路径

摘要 开放大学基于信息技术优势,立足“两级统筹、四级办学”的体制,在网络教学团队建设上已有多年的实践与探索。网络教学团队作为大规模人才培养和教学质量提升的重要组织,面临着多元主体协作不足、保障机制薄弱、沟通反馈不畅、团队效能受阻等问题。“元治理”理论对于分析和指导网络教学团队的有效治理具有一定的适切性。基于“元治理”理论,科学选取元治理者、强化多元主体协同治理意识、加强顶层设计、优化完善治理模式和运行机制、激发多元主体的潜能与活力是化解网络教学团队建设运行中所面临的增速与提质矛盾,破除体系办学及多元主体协作困境的有效路径。 Based on its advantages in information technology and rooted in the system of“two-level overall planning and four-level school-running”,Open University has accumulated years of practice and exploration in the construction of online teaching teams.As an important organization for large-scale talent cultivation and the improvement of teaching quality,online teaching teams are confronted with such problems as insufficient collaboration among multiple subjects,weak guarantee mechanisms,poor communication and feedback,and hindered team effectiveness.The meta-governance theory is quite appropriate for analyzing and guiding the effective governance of online teaching teams.Based on the meta-governance theory,the effective paths to resolve the contradiction between growth rate and quality improvement faced in the construction and operation of online teaching teams,and break through the dilemmas in system-based school-running and collaboration among multiple subjects include:scientifically selecting meta-governors to strengthen the awareness of collaborative governance among multiple subjects,enhancing top-level design to optimize and improve the governance model and operation mechanism,and stimulating the potential and vitality of multiple subjects.
