摘要
在事业单位深化改革背景下,岗位设置与人员能力建设的适配性成为提升组织效能的关键议题。现有管理实践中,二者因目标错位等问题,给事业单位人力资源管理造成一系列影响。研究基于系统论与公共部门人力资源管理理论,剖析岗位设置与人员能力建设的耦合逻辑,揭示二者的双向互动关系。研究提出针对性对策,为破解人岗适配难题、优化事业单位人力资源管理提供理论参考与实践路径,助力公共服务效能提升与组织战略目标实现。
Under the background of deepening reform of public institutions,the compatibility of post setting and personnel capacity building has become a key issue to improve organizational effectiveness.In the existing management practice,the two problems cause a series of impacts on the human resource management of public institutions due to the misalignment of objectives.Based on system theory and human resource management theory of public sector,this paper analyzes the coupling logic of post setting and personnel capacity building,and reveals the two-way interaction between the two.The research proposes targeted countermeasures to solve the problem of personnel adaptation,optimize the human resource management of public institutions to provide theoretical reference and practical paths,and help improve the efficiency of public services and realize the strategic goals of organizations.
