摘要
做好测绘地理信息安全管理对于发展数字经济、推动经济数字化转型、维护国家安全具有重要意义。为了更好地顺应数字化发展趋势、促进地理信息资源开发利用、确保国家地理信息安全,世界各国立足本国国情,建立了相应的测绘地理信息安全管理体制机制。通过调查分析美国、加拿大、英国、德国、日本、韩国、印度、俄罗斯等国家在测绘地理信息安全管理方面的通常做法,总结出国外测绘地理信息安全管理的五大共性特点,其反映和折射了测绘地理信息安全管理的整体性、系统性、科学性要求,从而提出进一步完善我国测绘地理信息安全的法律制度体系,加快构建事前、事中、事后安全监管体系,加快研制地理信息数据分类分级标准,进一步完善我国测绘地理信息安全管理体制机制,不断加强测绘地理信息安全监管技术手段创新等建议,为进一步加强我国的测绘地理信息安全管理提供参考。
Effective management of surveying and mapping geographic information security is of great significance for developing the digital economy,promoting economic digital transformation,and maintaining national security.In order to better adapt to the trend of digital development,promote the development and utilization of geographic information resources,and ensure national geographic information security,many countries abroad have established corresponding surveying and mapping geographic information security management systems and mechanisms based on their own national conditions.By investigating and analyzing the general practices of major foreign countries and regions such as the United States,Canada,the United Kingdom,Germany,Japan,South Korea,India and Russia in the management of surveying and mapping geographic information security,five common characteristics of surveying and mapping geographic security management in foreign countries have been summarized and studied.These characteristics reflect the overall,systematic,and scientific requirements of surveying and mapping geographic information security management.Thus,suggestions are proposed to further improve the legal system of surveying and mapping geographic information security,accelerate the construction of a pre-event,in-event,and post-event security supervision system,and accelerate the development of geographic information data classification and grading standards.It is also necessary to further improve the management system and mechanism of surveying and mapping geographic information security in China,continuously strengthen the innovation of surveying and mapping geographic information security supervision.These suggestions aim to further enhance the management of surveying and mapping geographic information security in China.
