摘要
服务消费的一头连着经济,另一头连着民生,在稳增长、惠民生、促就业方面发挥重要作用。党的二十届四中全会明确提出“以放宽准入、业态融合为重点扩大服务消费”。当前,我国人均国内生产总值已突破1.3万美元,正处于服务消费扩容升级的关键期。近年来,我国服务供给质量明显提升,服务消费总量持续增长、结构不断优化、环境日益改善,服务消费已成为推动我国经济稳定增长的关键力量和居民消费的主要增量来源。但与人民日益增长的美好生活需要相比,我国服务消费仍存在不少短板,有扩容升级面临优质供给不足、收入增长不快、闲暇时间不多、消费环境不优四个方面的制约。本文建议扩大服务业开放,提高服务供给水平,让居民有好产品消费;多渠道增加居民收入,完善收入分配制度,让居民有能力消费;贯彻落实带薪休假制度,优化休闲时空安排,让居民有时间消费;健全法律与信用监管体系,优化服务消费环境,让居民放心消费。
The consumption of services is connected at one end to the economy and at the other to people’s livelihoods,playing an important role in stabilizing growth,benefiting people’s welfare,and promoting employment.Fourth plenary session of the 20th Communist Party of China Central Committee clearly proposed“expanding service consumption with a focus on easing market access and integrating business formats”.At present,China’s per capita gross domestic product has surpassed$13,000,and it is currently at a critical stage for the expansion and upgrading of service consumption.In recent years,the quality of service provision in China has significantly improved,with the total volume of service consumption continuously increasing,its structure constantly being optimized,and the environment steadily improving,and service consumption has become a key force in driving stable economic growth and a primary source of incremental consumption for residents.However,meeting the people’s ever-growing needs for a better life,China’s service consumption still has many shortcomings,and the expansion and upgrading of this sector face four main constraints:insufficient high-quality supply,slow income growth,limited leisure time,and a suboptimal consumption environment.This article recommends expanding the openness of the service sector and improving the level of service provision,so that residents have high-quality products to consume;increasing residents’income through multiple channels and improving the income distribution system,so that residents can afford to consume;implementing and enforcing the paid leave system and optimizing leisure time arrangements,so that residents have the time to consume;strengthening the legal and credit supervision system and optimizing the service consumption environment,so that residents can consume with confidence.
