摘要
生物医药产业作为健康中国的关键支柱与核心抓手,其战略价值日益凸显。本文阐述了生物医药产业在应对疾病谱变化、提升公共卫生事件应急能力、减轻广大农村地区医疗负担,以及保障罕见病等特殊群体用药可及性方面不可替代的重要作用;剖析了当前我国生物医药产业所取得的显著进展与成效;展望了产业蕴含的巨大发展机遇,尤其是在常见病精准治疗、重大疾病防治突破、预防性药物、中医药现代化与大健康保健及抗衰老等前沿领域潜力巨大。在此基础上,本文提出进一步推动生物医药产业高质量发展的对策建议:强化国家战略任务和重大需求对产业创新的引领作用,深化审评审批、医保支付等关键环节的体制机制改革,通过实施具有标志性意义的国家级重大科技项目带动全产业链能力的整体跃升。
As a key pillar and core driver for Healthy China,promoting high-quality economic development,and safeguarding national security,the strategic value of the biopharmaceutical industry is increasingly prominent.This article explains the irreplaceable and important role of the biopharmaceutical industry in responding to changes in disease patterns,enhancing public health emergency preparedness,alleviating the medical burden in rural areas,and ensuring the accessibility of medications for special groups such as patients with rare diseases;Analyzed the significant progress and achievements made by China’s biopharmaceutical industry;Looking ahead at the significant development opportunities within the industry,particularly in frontier areas with immense potential such as precise treatment of common diseases,breakthroughs in the prevention and treatment of major diseases,preventive medications,modernization of traditional Chinese medicine,overall health care,and anti-aging.The recommendations for further promoting the high-quality development of the biopharmaceutical industry are as follows:Strengthen the guiding role of national strategic tasks and major demands in industrial innovation,deepen the reform of key systems and mechanisms in areas such as review and approval,and medical insurance payment,and drive the overall advancement of the entire industry chain’s capabilities through the implementation of nationally significant major scientific and technological projects.
