摘要
在数字化转型背景下,高职院校科研管理面临资源分散、流程繁琐、信息孤岛及成果转化不足的困境。文章立足数学智能(简称“数智”)赋能视角,剖析其内在逻辑机理,依托数据资源、算法模型与算力支撑三大要素,实现科研管理决策与流程的重构。基于此,构建科研投入与产出评价体系,运用DEA-BCC模型与Malmquist指数法,对江苏省20所“双高计划”高职院校2019—2023年科研效率展开静动态实证分析。结果显示,样本院校数智技术推动科研效率整体提升,但仍存在数智化应用不深、前沿技术落地慢、资源配置待优化等问题。据此,提出构建集成化智能科研管理平台、强化科研数据采集与分析、部署智能化资源配置工具、搭建数字化协作共享平台4个方面路径,为高职院校科研管理提质增效提供理论与实践指引。
Against the backdrop of digital transformation,scientific research management in higher vocational institutions faces challenges such as fragmented resources,cumbersome processes,information silos,and insufficient.From the perspective of digital intelligence empowerment,this paper analyzes its intrinsic logical mechanism and reconstructs research management decision-making and processes through three core elements:data resources,algorithmic models,and computing power support.Based on this framework,an evaluation system for research input and output is established.Using the DEA-BCC model and Malmquist index method,a static and dynamic empirical analysis of the research efficiency of 20"Double High Plan"higher vocational institutions in Jiangsu Province from 2019 to 2023 is conducted.The results indicate that digital intelligence technologies have promoted an overall improvement in the scientific research efficiency of the sampled colleges;however,problems such as inadequate in depth application of digital intelligence,slow implementation of cutting-edge technologies,and the need for optimized resource allocation still exist.Accordingly,this study proposes four implementation pathways:constructing an integrated intelligent research management platform,enhancing research data collection and analysis,deploying intelligent resource allocation tools,and establishing a digital collaboration and sharing platform.These recommendations provide both theoretical and practical guidance for improving the quality and efficiency of scientific research management in higher vocational institutions.
