摘要
为促进海洋生态补偿相关科学研究发展、促进海洋牧场建设项目持续健康发展,本研究在参考《建设项目对海洋生态影响评价技术规程》等生态补偿相关技术规范的基础上,构建了基于海洋生物资源损失的海洋牧场人工鱼礁建设项目生态补偿金核算模型并以河北省某国家级海洋牧场示范区为例,对项目实施造成的鱼卵、仔鱼、海洋生物资源幼体(鱼类、头足类、虾类、蟹类)、海洋生物资源成体(鱼类、头足类、甲壳类)生态补偿金进行了核算,项目实施的生态补偿金为39.5万元,采用增殖放流方式进行了补偿,该结果与参照当前各类技术规范要求进行核算的结果基本一致,但其方法更加简单、便捷。
To advance the development of scientific research related to marine ecological compensation and promote the sustained and healthy development of marine ranching construction projects,this study,based on referencing technical specifications for ecological compensation—such as the Technical Regulations for Evaluating the Impact of Construction Projects on Marine Ecosystems—has constructed an ecological compensation fund calculation model for artificial reef construction projects in marine ranches,which is grounded in the loss of marine biological resources.Taking a national-level marine ranch demonstration zone in Hebei Province as a case study,the study calculated the ecological compensation funds for the losses of fish eggs,larval fish,juvenile marine organisms(including fish,cephalopods,shrimps,and crabs),and adult marine organisms(including fish,cephalopods,and crustaceans)caused by the project implementation.The total ecological compensation fund for the project was determined to be 395000 yuan,and the compensation was implemented through the method of stock enhancement and release.The result is basically consistent with the calculation results obtained in accordance with the requirements of various current technical specifications;However,the method proposed in this study is simpler and more convenient.
