摘要
在智慧养老加快发展的背景下,财政支持对于推动智慧养老高质量发展起到了基础性和引导性作用。然而,当前我国智慧养老财政投入模式存在“高技术投入—高运营成本—低效益转化”的结构性矛盾,财政资金配置的稳定性、科学性和协同性仍有待提升。本文基于“技术赋能—财政投入—成本效益”三元互动逻辑,梳理了我国智慧养老财政支持政策的演进历程,分析了现实运行中的主要困境,揭示了财政支持与智慧养老服务供需之间的互动机制。在此基础上,提出优化财政投入结构、创新支持机制、强化绩效评估、推动多元协同投入、完善区域差异化政策等策略建议,旨在为构建高效可持续的智慧养老财政支持体系提供参考。
Against the backdrop of the accelerated development of smart elderly care,fiscal support plays a fundamental and guiding role in promoting the high-quality development of smart elderly care.However,the current fiscal investment model for smart elderly care in China is characterized by a structural contradiction of"high technology investment-high operating costs-low benefit conversion",and the stability,scientificity,and coordination of fiscal fund allocation still need to be improved.Based on the ternary interactive logic of"technology empowerment—fiscal investment—cost-benefit",this paper sorts out the evolution process of fiscal support policies for smart elderly care in China,analyzes the main difficulties in the actual operation,and reveals the interactive mechanism between fiscal support and the supply and demand of smart elderly care services.On this basis,it proposes strategic suggestions such as optimizing the fiscal investment structure,innovating support mechanisms,strengthening performance evaluation,promoting multi-party coordinated investment,and improving regional differentiated policies,aiming to provide references for building an efficient and sustainable fiscal support system for smart elderly care.
