摘要
战略性新兴产业是我国高质量发展的重要支撑。当前,我国战略性新兴产业在保持高速发展、推动经济增长、优化产业结构、增强创新能力及提升企业竞争力等方面取得显著成效,但仍面临市场需求不足、投资资源配置不均、耐心资本缺乏、核心技术突破有限以及产业链安全压力等问题。“十五五”时期,须统筹供给侧政策支持与需求侧政策引导平衡、制造业与高端生产性服务业协同、科技创新与产业创新衔接、链主与专精特新企业共生、中央与地方产业政策权责等关键关系。针对这些挑战,本文从完善需求支撑体系、优化投资结构、培育耐心资本生态、构建高效创新生态体系以及增强产业链安全保障能力等五个方面提出对策建议,推动战略性新兴产业健康可持续发展。
Strategic emerging industries serve as a critical foundation for China's high-quality development.At present,these industries have made notable progress in sustaining rapid growth,stimulating economic expansion,optimizing industrial structure,strengthening innovation capacity,and enhancing firm-level competitiveness.However,several constraints remain,including insufficient market demand,uneven allocation of investment resources,a shortage of patient capital,limited breakthroughs in core technologies,and mounting pressure on industrial-chain security.Looking ahead to the 15th Five-Year Plan period,it is essential to coordinate key relationships—between supply-side policy support and demand-side guidance,manufacturing and high-end producer services,scientific research and industrial application,leading firms and specialized-and-innovative SMEs,as well as central and local policy responsibilities.In response,this paper proposes policy recommendations along five dimensions:improving demand-side support systems,optimizing investment structure,cultivating an ecosystem for patient capital,building an efficient innovation ecosystem,and enhancing the security and resilience of industrial chains.These measures aim to advance the steady,healthy,and sustainable development of China's strategic emerging industries.
