摘要
发展煤层气产业有利于优化能源结构,是我国实现“双碳”目标的必然要求。但由于煤层气开采范围涉及重点泉域保护区,开采过程不可避免的对泉域水资源造成不利影响,如何有效处理二者的关系,是当前水资源管理需要思考和关注的问题。以山西省辛安泉域为例,分析沁水煤层气田沁南—夏店区块煤层气开采对泉域水资源的影响机理,分别从政府和企业层面,提出完善立法、构建智能监管体系、建立科研体系、优化施工工艺、建设节水型企业、加强科技创新等对策和建议,为促进泉域水资源管理和煤层气产业协调发展提供参考。
Developing the coalbed methane industry is beneficial for optimizing the energy structure and is an inevitable requirement for China to achieve the“dual carbon”goal.However,due to the fact that the scope of coalbed methane exploitation involves key spring protection areas,the exploitation process inevitably has adverse effects on water resources in spring basins.How to effectively handle the relationship between water resources and coalbed methane exploitation is a problem that needs to be considered and paid attention to in current water resource management.Taking Xin'an Spring Basin in Shanxi Province as a case study,this article analyzes the impact mechanism of coalbed methane exploitation in the Qinnan Xiadian block of the Qinshui coalbed gas field on spring water resources.It proposes measures and suggestions at both government and enterprise levels,such as improving legislation,building an intelligent regulatory system,establishing a scientific research system,optimizing construction technology,constructing water-saving enterprises,and strengthening scientific and technological innovation,which provides references for promoting water resource management in spring basins and coordinated development of the coalbed methane industry.
