摘要
2025年1月7日,美国加利福尼亚州南部爆发多起大规模山火,造成巨额经济损失和惨痛的人员伤亡并给当地生态环境造成毁灭性破坏。这场灾难既是极端气候导致的天灾,也是美国加州水资源管理系统缺乏韧性导致的人祸。本研究以此次美国加利福尼亚州山火为切入点,深入研究美国水资源管理方面存在的问题,系统分析美国水资源管理系统韧性缺失的根源,梳理我国水资源管理系统现状及面临的问题,在增强水资源规划与管理前瞻性、构建政府主导的水权交易体系、加快非常规水源开发、加强应急水源建设、建立科学的生态保护与修复体系、推进水资源管理系统信息化与智能化等方面提出建议,为完善我国水资源管理系统韧性建设提供参考。
On January 7,2025,multiple large-scale wildfires broke out in Los Angeles,southern California,the United States,causing huge economic losses,tragic casualties,and devastating damage to the local ecological environment.This disaster is not only a natural calamity caused by extreme climate but also a human disaster resulting from the lack of resilience in the water resource management system of California.Taking this California wildfire as a starting point,this study conducts an in-depth investigation into the problems existing in water resource management in the United States,systematically analyzes the root causes of the lack of resilience in the U.S.water resource management system,summarizes the current situation and challenges faced by China's water resource management system.Furthermore,it puts forward opinions and suggestions in terms of enhancing the forward-looking nature of water resource planning and management,constructing a government-led water rights trading system,accelerating the development of unconventional water sources,strengthening the construction of emergency water sources,establishing a scientific ecological protection and restoration system,and promoting the informatization and intelligence of the water resource management system,so as to provide references for improving the resilience construction of China's water resource management system.
