摘要
库区淹没影响评估是水库建库选址和提质扩容的核心环节。在规划前期阶段,受成本制约难以开展高精度地形测量及全要素实物调查,导致传统评估工作面临数据缺失、周期长等难题。文章依托数字高程模型(DEM)以及遥感地物分类数据,提出了结合GIS空间分析技术的水库淹没影响快速评估方法。以鹤地水库为例,计算了汛限水位以上逐米库容与受影响人口、耕地、道路等主要情况。结果显示,水位-库容曲线计算结果与历史资料基本一致,R2达0.99;水位提升增加的库容效益与对应的淹没影响代价分析具有合理性。该方法较传统方法成本更低、响应更快速,可为水利工程规划的前期工作提供数据支撑与决策辅助。
Inundation impact assessment is a critical component in reservoir site selection and capacity expansion planning.However,during the early planning stages,the high cost of high-precision topographic surveys and comprehensive field investigations often limits the availability of detailed data,making traditional assessment methods time-consuming and data-deficient.This study proposes a rapid inundation impact assessment method by integrating Geographic Information System(GIS)spatial analysis with Digital Elevation Models(DEM)and remotely sensed land cover classification data.Using Hedi Reservoir as a case study,the method calculates,at one-meter water level intervals above the flood-limited level,the corresponding storage capacity and the affected population,cultivated land,roads,and other key factors.The results show that the calculated water level–storage capacity curve closely matches historical records,with a coefficient of determination(R2)of 0.99.The analysis of the trade-offs between increased storage benefits and inundation-related costs associated with higher water levels is found to be reasonable.Compared with traditional approaches,the proposed method offers lower cost and faster response time.It provides valuable data support and decision-making assistance for the early-stage planning of water conservancy projects.
