摘要
农业水价综合改革要求实行“按方计量收费”,实效推进“按方计量收费”受计量方法、业外条件、仪表运行维护、计量点以下农户用水的一致性、按亩收费历史传统等因素的影响。农户是用水成本的承担者,其行为不仅影响农业水费的实际收交率,而且还影响精准补贴、节水奖励、累进加价等措施的落实和政策的落地。本研究从农业水价综合改革的目标任务、条件基础、保障措施、绩效考核4个方面设置了16个影响因素形成指标域,针对农户是否接受“按方计量收费”的影响因素进行了定量统计法的权重推演。结果表明,农户对农业用水实行“按方计量收费”的接受意愿程度较低,“计量方法”“奖补措施”“行政推进”“节水投资”“节水成效”等5个因素具有显著性影响。
The comprehensive reform of agricultural water pricing requires the implementation of“price per cubic meter of water”.The effective promotion of“price per cubic meter of water”is influenced by factors such as measurement methods,external conditions,meter operation and maintenance,consistency of water use among farmers below the metering point,and the historical tradition of charging by area.Farmers bear the cost of water usage,and their behavior not only affects the actual collection rate of agricultural water fees but also impacts the implementation and enforcement of measures such as targeted subsidies,water-saving incentives,and progressive pricing.Employing a quantitative statistical methodology coupled with a weighting analysis model,this research delves into the disposition of farmers in Suqian City towards the adoption of“price per cubic meter of water”for agricultural water utilization within the framework of comprehensive agricultural water price reform from the perspective of target tasks,basic conditions,guarantee measures,performance evaluation.The results indicate that farmers have a relatively low acceptance willingness to implement“price per cubic meter of water”for agricultural water utilization,which is significant impacted by five factors including measurement methods,reward and subsidy measures,administrative promotion,water-saving investment and water-saving effectiveness.
