摘要
宁波市作为全国水务一体化改革的先行者,通过四阶段演进构建了覆盖城乡供水、排水、污水处理的全链条管理体系,基本实现水资源的统一配置、统筹调度与市场化运营。然而,管理体制协同性不足、市场化改革路径不清晰、法规政策融合度低、人员素质待提升等问题制约改革深入推进。基于此,文章创新提出“目标-措施-保障”三维改革框架,该框架以打造全国水务一体化改革标杆城市为目标,通过投建管运一体化、城乡水务一体化、供排水再生利用一体化以及综合支撑一体化4大核心措施以及“党政统筹-制度优化-科技赋能”协同机制,以期有效提升水资源配置效率、推动水利高质量发展,为全国水务改革提供“宁波样板”。
As a national pioneer in integrated water services reform,Ningbo City has established a comprehensive end-to-end management system that covers urban and rural water supply,drainage,and sewage treatment through four progressive stages.This system has largely achieved unified water resource allocation,coordinated dispatching,and market-oriented operations.However,several challenges remain,including weak institutional coordination,unclear path for market reform,low integration of regulations and policies,and insufficient personnel capacity,all of which constrain further reform.In response,this paper proposes a three-dimensional reform framework of“Goals-Measures-Guarantees”,which aims to build a benchmark city for integrated water services reform nationwide.The framework includes four core strategic measures including integration of investment,construction,management,and operation;urban-rural water integration,integrated supply,drainage,and reuse systems,and holistic support systems.These are supported by a collaborative mechanism combining party-government coordination,institutional optimization,and technology empowerment.Together,these reforms aim to improve the efficiency of water resource allocation,promote high-quality development of the water sector,and provide a replicable“Ningbo Model”for national water services reform.
