摘要
新兴领域军事治理是现代军事体系建设的战略重点,对加快新质战斗力生成、塑造未来战争格局具有重大意义。围绕新兴领域军事治理这一主题,通过“四维一体”理论框架阐释其生成机理与赋能路径。在价值引领层面,强调以生成新质战斗力为根本指向,实现新质生产力向新质战斗力的高效转化;在动力重塑层面,突出以前沿技术赋能为核心驱动力,推动军事治理向智能化、敏捷化转型;在秩序建构层面,提出以政策制度体系为稳定基石,规范并保障新兴领域军事治理的有序运行;在体系聚合层面,倡导以跨域协同共治为整合路径,构建军民融合、多方协同的治理格局。通过探究,旨在为推进军事治理现代化、加快新质战斗力生成提供借鉴。
Military governance in emerging domains is a strategic priority in building a modern military system and is of great significance for accelerating the generation of new-quality combat capability and shaping the future landscape of warfare.Centering on the theme of military governance in emerging domains,this study elucidates its generation mechanism and empowerment path through a“four-dimensional integration”theoretical framework.In terms of value guidance,it emphasizes the fundamental orientation of generating new-quality combat capability to achieve the efficient transformation of new-quality productive forces into new-quality combat capability.In terms of momentum reshaping,it highlights cutting-edge technology empowerment as the core driving force,promoting the transition of military governance towards intelligentization and agility.In terms of order construction,it proposes the policy and institutional system as a stable cornerstone to standardize and ensure the orderly operation of military governance in emerging domains.In terms of system integration,it advocates cross-domain collaborative governance as the integration path to build a governance structure featuring civil-military integration and multi-stakeholder collaboration.Through this exploration,the study aims to provide references for advancing the modernization of military governance and accelerating the generation of new-quality combat capability.
