摘要
开展自然资源调查监测标准化研究工作是践行生态优先、节约集约、低碳发展理念的重要手段,是新时代履行“两统一”职责的必然选择,是保障不动产确权登记、自然资源调查监测、分类和资产核算等领域开展工作的重要抓手和技术保障。在自然资源调查监测标准化现状分析研究基础上,本文综合林草等部门调查监测标准化研究情况,以标准体系研究理论为指导,系统阐述自然资源调查监测标准体系的构建思路与内容,形成自然资源调查监测领域有机的技术体系,依托制修订标准的内在联系研究构建一套科学有机的标准体系,持续强化标准体系的顶层设计作用,充分发挥标准体系的预见力和统筹力。进而分析自然资源调查监测标准化研究工作存在的问题和困惑,例如进度缓慢、衔接不畅和标准化对象矛盾等,提出加强工作机制等指导性的办法和建议。
The survey and monitoring of natural resources is an important support for the practice of the philosophy of ecological priority,conservation and intensive utilization and low-carbon development.Implementing the green development philosophy into the survey and monitoring of natural resources is an inevitable choice for fulfilling the"two unifications"responsibilities in the new era.Among them,standardization means are an important lever and technical guarantee to ensure the classification,investigation,and monitoring of various resources,and ensure the effective work in the fields of real estate rights registration and natural resources assets accounting.Based on the analysis and research of the standardization status of natural resources survey and monitoring,the standardization research of survey and monitoring in other fields such as forestry and grassland are comprehensively studied.Guided by the theory of standard system research,the construction ideas and contents of the natural resources survey and monitoring standard system are systematically expounded,forming an organic technical system in the field of natural resources survey and monitoring.By relying on the internal connections of the revised standards,a scientific and organic standard system is constructed,continuously strengthening the top-level design role of the standard system,and fully exerting the foresight and overall planning power of the standard system.Analyze the problems in the standardization research of natural resources survey and monitoring,including slow progress,poor connection,and contradictions in standardization objects,and provide guidance and suggestions for strengthening work mechanisms.
