塔木德原则下基于公平分配的灾后应急调度方法

An Equitable Distribution-based Approach to Post-disaster Emergency Dispatch under Talmudic Principles

摘要 大规模突发自然灾害爆发初期,如何对有限的物资储备进行公平高效的调度成为社会关注的焦点。在突发灾害导致需求不确定的情况下,以塔木德分配理论完成物资的预分配后,构建考虑综合感知、对等公平系数和总调度成本的鲁棒优化模型,并基于改进小生境遗传算法进行模型求解,通过对矩阵初始解进行映射实现小生境划分,根据解的结构特性设计自定义交叉、变异机制及物资补偿策略以增强算法的全局搜索能力。最后,算例模拟分析结果显示,改进小生境遗传算法可以有效处理灾后应急物资公平分配问题,验证了改进算法的优越性。 At the early stage of a large-scale sudden natural disaster outbreak,how to make fair and efficient dispatching of limited material reserves becomes the focus of social concern.In the case of uncertain demand due to sudden disasters,the Talmudic allocation theory is used to complete the pre-allocation of materials.Subsequently,a robust optimization model is constructed by considering the comprehensive perception,reciprocal fairness coefficient,and total dispatching cost,and the model is solved based on the improved niche genetic algorithm,which achieves niche partitioning through the mapping of the initial matrix solution,and designs customized crossover and mutation mechanisms as well as the compensation strategy for the materials based on the structural characteristics of the solution to enhance the global search performance of the algorithm.Finally,the simulation analysis results demonstrate that the improved niche genetic algorithm can effectively deal with the problem of fair distribution of post-disaster emergency supplies,which verifies the superiority of the improved algorithm.
