摘要
食品安全日益成为各国面临的关键问题。相关国家都高度重视提升食品安全与质量标准,以保障人类生命健康和消费者权益。众多国际法规制定了食品安全标准,以确保食品生产与流通的一致性。作为“食品法规”的《食品法典》、ISO 22000及全球食品安全倡议(GFSI)共同构成了国家参与全球供应链的法律基础。如何确保本国食品生产符合国际标准,仍是亟待解决的问题。越南作为食品出口国,尤其在农产品和海产品领域,出口企业需取得官方颁发的食品安全证书方可进入欧美、日本、中国等特定市场。本文旨在考察越南现行食品安全法规,特别是面向欧盟及亚洲市场的农产品和海产品的出口规定,以识别当前存在的挑战与不足,并提出促进越南食品质量提升的建议,以期使其符合国际标准。
Food safety has increasing been an crucial issues for every nation.Relevant nation has pay attention to increasing food safety and quality standards to protect the human life and health and consumers’interest.Many international regulations provide food safety standards to ensure the consistency of production and distribution of food products.The Codex Alimentarius as the“Food Code”,ISO 22000,Global Food Safety Initiative(GFSI)play as legal ground for a country to join global supply chain and how to ensure the food production of a nation meet the international standards remain as challenging issues.Vietnam is a food exporting country,especially with the agricultural and seafood products,the export companies need to obtain food safety certificate issued by authority to export to specfic market such as European,US,Japan,China(etc).This paper aims at examining the current regulations on food safety of Vietnam,especially for agricultural and seafood products to EU and Asian market to identify the challenges,gaps and giving some recommendation for promoting food quality in Vietnam to meet international standards.
