摘要
在智慧城市建设的背景下,为落实智慧社区基层治理单元的建设成效,文章以广州三个典型智慧社区为研究对象,构建了包含基础设施、社区平台、社区管理、社区服务4个一级指标及18个二级指标的评估体系。通过德尔菲法整合8位不同领域专家的意见,利用层次分析法确定各指标权重。在此基础上,深入三个社区开展实地调研与问卷访谈,采用五级评分方式引导居民进行实际评价。结果显示,当前智慧社区建设仍存在短板,如居民认知不够全面、隐私保护存在隐患、智慧化建设不均衡等。未来智慧社区的建设仍是长期的系统性工程,需要多元主体协同推进、精准施策,在不断调整中提升社区的智慧化水平。
In the context of smart city development,to implement the effectiveness of grassroots governance units in smart communities,this paper takes three typical smart communities in Guangzhou as research subjects and constructs an evaluation system consisting of four primary indicators—Infrastructure,Community Platform,Community Management,Community Services—and 18 secondary indicators.By using the Delphi method to integrate the opinions of eight experts from different fields,and applying the Analytic Hierarchy Process to determine the weight of each indicator,in-depth field research and questionnaire interviews were conducted in the three communities,guiding residents to provide practical evaluations using a five-level scoring system.The results show that there are still shortcomings in current smart community development,such as incomplete resident awareness,privacy protection risks,and uneven smart infrastructure development.The future construction of smart communities remains a long-term and systemic project,requiring collaborative efforts from multiple stakeholders and precise policy measures to continuously improve the intelligence level of communities.
