摘要
传承城市文脉、突出城市特色,是推动我国城市高质量发展、提升城市品质的一项重要内容。在过去一段时期,以县城为主体的大量中小城市粗放式发展,忽视了城市文化特色的传承与发展。文章以承德市隆化县为例,探讨以总体城市设计为技术路径的中小城市文化特色挖掘与空间塑造策略,提出涵盖“文化特色认知、目标定位聚焦、空间方案设计、方案实施保障”四个环节的总体城市设计技术路径,系统识别并转译隆化山水文化、历史文化、红色文化三类核心价值,提出通山连水、城园相融、历史活化、风貌管控四个方面的规划策略,为推动以县城为重要载体的城镇化建设,实现高品质、高质量的城市空间环境塑造提供思路。
Inheriting urban context and highlighting urban characteristics are important aspects of promoting high-quality urban development and improving urban quality in China.Over the past period,a large number of small and medium-sized cities,mainly county towns,have developed in an extensive manner,neglecting the inheritance and development of urban cultural characteristics.Taking Longhua County of Chengde City as an example,this paper explores the strategies for excavating cultural characteristics and shaping spatial forms of small and medium-sized cities through the technical path of overall urban design.It proposes a technical path of overall urban design covering four links:“cognitive analysis on cultural characteristics,focused goal positioning,spatial scheme design,and scheme implementation guarantee”.The paper systematically identifies and translates three core values of Longhua,namely landscape culture,historical culture,and red culture,and puts forward four planning strategies:connecting mountains and waters,integrating cities with parks,activating historical resources,and controlling urban features.This paper aims to provide ideas for promoting urbanization with county towns as important carriers and realizing the creation of high-quality urban spatial environment.
