摘要
在国有土地资源精细化管理的要求下,本文以南平市本级为例,提出并构建国有土地资源资产管理平台系统。该系统通过整合土地报批、征收、储备、供应、登记等生命周期管理数据,全面摸清国有土地资源资产“家底”,在多场景应用中提供空间分析、业务管理、数据监测、辅助决策、巡护助手等功能,实现国有土地资源“一张图”应用、业务“一站式”管理、家底“一套表”追溯和信息“一体化”监测。积极推动国有土地资源管理工作数智化转型,为全时段掌握、系统式分析、多层叠监测、科学化决策和前瞻性管理提供全面、高效、可靠的数字底座和数据供给,不断强化国有土地资源要素保障力度,进一步支撑区域经济社会高质量发展。同时,系统建设对其他地区国有土地资源信息化管理工作和下一步探索构建全民所有自然资源资产管理平台具有一定的借鉴意义。
Under the requirements of fine management of state-owned land resources,this paper takes the intraurban area of Nanping as an example,proposes and constructs the state-owned land resources asset management platform system.By integrating life cycle management data such as land application for approval,acquistion,reserve,supply and register,the system can fully understand the"background"of state-owned land resources assets and provide functions such as spatial analysis,business management,data monitoring,auxiliary decision making and patrol assistant in multi-scene applications.To realize the application of"one map"of state-owned land resources,"one-stop"management of business,"one set of tables"to trace the"background"and"integrated"monitoring of information.Actively promoting the digital transformation of state-owned land resource management,providing a comprehensive,efficient,and reliable digital base and data supply for full-time mastery,systematic analysis,multi-layer monitoring,scientific decision-making,and forward-looking management,continuously strengthening the guarantee of state-owned land resource elements,and further supporting the high-quality development of regional economy and society.At the same time,the system construction has certain references for the information management of state-owned land resources in other regions and the next step to explore the construction of natural resources asset management platform owned by the whole people.
