摘要
当前,数字化浪潮席卷全球,党中央、国务院高度重视数字化发展和生态文明建设。从信息化到数字化,再到智能化发展已成为共识,数字化场景构建是信息化向数字化和智能化转型的关键途径。本文针对数字化场景构建理论和方法不足的现状,在分析数字化场景内涵的基础上,提出数字化场景的主体、时间、地点、事件、技术五个要素以及以人为本、开放互通、模式创新三个特征,提出数字化场景构建的总体思路和“明晰用户需求、划定业务场景、优化重塑流程、开发装配场景”四步构建方法,并以自然资源和不动产登记场景建设实践为例,提出了场景设计方法,开发建设了不动产登记驾驶舱,给出了数字化场景构建方法实践验证,为推动自然资源和相关行业数字化场景建设提供参考。
Currently,the digital wave is sweeping across the globe.The Central Committee of the Communist Party of China and the State Council attach great importance to digital development and ecological civilization construction.The development direction from informatization to digitalization and then to intelligence has become a consensus.The construction of digital scene is an effective way for informatization to transform into digitalization.In response to the current lack of theories and methods for digital scene construction,this paper,based on the analysis of the connotation of digital scene,proposes five elements of a digital scene(subject,time,place,event,and technology),as well as three characteristics(people-oriented,open and interconnected,and model innovation).It also presents the overall thinking for digital scene building and a four-step construction method:"clarifying user needs,defining business scene,optimizing and reshaping processes,and developing and assembling scene".Taking the construction practice of the natural resources and real estate registration scene as an example,it proposes user classification,scene grading,and process optimization methods,designs and develops the real estate registration cockpit,verifies the theories and methods of digital scene construction,and provides theoretical and technical references for the building of digital scene in the natural resources and related industries,promoting the digital transformation of the industry.
