边疆民族地区学前教育政策梳理研究——以包头市达茂旗为例

Research on the Comprehensive Analysis of Preschool Education Policies in Border Counties:Taking Darhan Muminggan Joint Banner as an Example

摘要 在国家战略和地方政策的持续倾斜支持下,达茂旗学前教育政策历经奠基、调适、深化至创新突破阶段,实现了从资源匮乏到普及普惠的跨越。其核心政策成就包括硬件投入标准化、师资政策优化、管理制度创新及民族文化课程政策引导。当前,区域面临城乡资源配置不均衡、财政保障机制衔接压力、托育服务政策体系不完善等挑战。我们应构建城乡政策联动网络、健全财政保障与政策衔接机制、推进托幼一体化政策落地等优化路径。边疆县域的实践为民族地区探索“普惠优质、民族团结、特色鲜明”的学前教育政策体系提供了可复制的基层经验。 With the support of national and local policies,Darhan Muminggan Joint Banner preschool education has undergone stages of foundation-laying,adaptation,deepening,and innovative breakthroughs,achieving a transformative leap from resource scarcity to universal access and inclusivity.Key achievements include infrastructure upgrades,teacher quality improvements,institutional innovations,and the development of ethnic cultural curriculum.Currently,the region faces challenges such as uneven distribution of urban-rural resources,significant fiscal pressure,and varying quality of childcare services.The study proposes pathways including establishing an urban-rural linkage network,strengthening fiscal,and improving childcare services.The experience of Darhan Muminggan Joint Banner provides a replicable model for frontier ethnic regions to explore a preschool education model characterized by“universal access,quality,ethnic unity,and distinctiveness.”
