摘要
面对跨区域非法倾倒危险废物高发频发的现状,本文在分析非法倾倒危险废物给环境带来严重危害性和系统治理非法倾倒现实紧迫性的基础上,详细剖析了跨区域非法倾倒危险废物难以根治的根本原因,以及倾倒实施产业链条化、倾倒行为隐蔽随机、跨区域倾倒管控难、违法成本不够高的查控难点,继而从本质提升违法成本等方面提出了如何破解治理跨区域非法倾倒危险废物监管困境的对策建议。
In recent years,cross-regional illegal dumping of hazardous waste has remained a prevalent issue.This paper conducts an in-depth analysis of the severe environmental damage caused by such practices and underscores the pressing need for systematic control measures.It meticulously examines the intrinsic characteristics that render cross-regional illegal dumping of hazardous waste particularly challenging to eliminate,including the industrialized chain of dumping operations,the covert and random nature of dumping behaviors,the difficulties in controlling trans-regional dumping activities,and the insufficient penalties associated with illegal actions.The paper proposes countermeasures and recommendations to address the regulatory challenges posed by cross-regional illegal dumping,with a focus on enhancing the inherent costs associated with these illicit activities.
